Netherlands to Join Mandatory Pan EU Markets by 2025!
Get ready for the Netherlands’ transition to mandatory Pan-EU markets, effective June 25, 2025.
Amazon is implementing a significant update to its Pan-European Fulfilment (Pan-EU) programme, requiring sellers to adapt their listings promptly.
From June 25, 2025, the Netherlands will become a compulsory marketplace within the Pan-EU network.
What IS Changing?
Until now, sellers participating in the Pan-EU programme needed to list products only in Germany, France, Italy, and Spain. With this change, listing your products on Amazon.nl (the Dutch site) is mandatory for all sellers to retain Pan-EU benefits – increasing the required marketplaces to five.
Affected sellers include:
- Existing Pan-EU participants, who must ensure their product listings are active on Amazon.nl by the deadline.
- New sellers joining from June 25, 2025, who must list products in all five countries right from the start.
Failure to comply will lead to the forfeiture of local fulfilment fee discounts offered under the Pan-EU scheme.
What is Amazon’s Pan-European Fulfilment Programme?
This network allows sellers to streamline cross-border selling within the EU by shipping inventory to Amazon, which then handles distribution across member countries.
Key advantages include:
- Simplified order fulfilment across multiple EU markets.
- Faster delivery for customers.
- Amazon manages stock distribution and local deliveries.
- Sellers benefit from local delivery fee rates rather than higher cross-border fees.
Amazon fully manages the logistics process, including order processing, shipping, returns, and customer service.
Seller Responsibilities to Maintain Pan-EU Benefits
To continue benefiting from reduced local delivery fees:
- Any new product listings added on or after June 25, 2025, must be available in Germany, France, Italy, Spain, and the Netherlands.
- Existing listings before this date must be updated to include the Dutch marketplace.
- Listings missing from any of the five mandatory countries will lose local fee advantages and be charged standard cross-border fees under Amazon’s European Fulfilment Network (EFN).
This could mean a fee increase of up to 55% and longer shipping times for customers.
Is Dutch VAT Registration Required?
Currently, Amazon has no FBA warehouses located in the Netherlands. Fulfilment for Dutch orders will be handled by nearby warehouses in countries like Germany and France.
However, if you plan to use private warehousing within the Netherlands, obtaining a Dutch VAT number is necessary to legally store stock.
Compliance With Dutch Regulations
Products sold on Amazon.nl must meet Dutch Extended Producer Responsibility (EPR) rules, regardless of inventory location.
This applies to goods involving:
- Packaging materials
- Batteries
- Waste Electrical and Electronic Equipment (WEEE)
Sellers offering products with batteries must submit a valid EPR registration number by August 18, 2025. Deadlines for other categories are forthcoming.
Non-compliance may lead to automatic removal of product listings and affect participation in the Pan-EU programme.
